To some extent, it does, but you need to reposition your units in order to counter, or used some other units.

Sniper for one is an extremely hard counter. Putting your Grenadier up in the front to get more grenade range makes it target it first, so your grenadier and everything behind it is dead.

A big downside to Grenadier is the 100% chance that he will fall back and explode. A lot of the times units behind your Grenadiers will die.

Grenadier however, can pretty much kill everything else.
